The Ministry of Consumer Affairs, Food and Public Distribution (MoCAF&PD) on August 19, 2026, issued the Sugar (Stockholding Limit of Bulk Consumers) Order, 2026.
The Order will come into force from September 01, 2026, and will remain effective up to November 30, 2026.
The Order provides that any bulk consumer consuming or using more than 10 metric tonnes of sugar per month as a raw material for production, consumption or use shall not hold sugar in stock for a period exceeding 15 days of its consumption or use. The restriction does not apply to institutions belonging to the Central Government, State Government, Union Territory Administration or local bodies. For this purpose, a bulk consumer includes a confectioner, soft drink manufacturer, food-processing industry, sweetmeat seller or any other institutional buyer whose average monthly sugar consumption during the preceding one year, excluding the current month, is not less than 10 metric tonnes. The monthly quantity of sugar sold by each sugar mill to such bulk consumers, whether directly or through dealers, will be verified, and the consumer's sugar consumption will be determined with reference to the GST returns filed by the sellers and/or buyers using the applicable HSN code for sugar.
